When it needs a tow instead
Some vehicles don't carry a full-size spare, some carry no spare at all, and sometimes the damage extends beyond the tire itself — a bent rim, for example. The roadside location matters too: if it isn't safe to work in, that's reason enough to tow instead. In those cases, flatbed towing to a tire shop is usually the safer option.

Roadside Assistance or Towing — Which Do You Need?
You don't need to figure this out on your own before you call. As a general guide: if the problem can reasonably be fixed where your vehicle is — a boost, a tire swap, a lockout, a bit of fuel — roadside assistance is usually the faster option. If the vehicle can't be made safely driveable, towing is the better choice.
